Mix all taco seasoning ingredients together and set aside.
Heat large skillet over medium-high heat. Put ground beef into skillet and cook, while stirring, until beef is completely browned.
Mix taco seasoning mixture with ¼ cup of water. Blend, then pour over beef and bring to a simmer. Cook until moisture is absorbed into meat (about 5 minutes).
Put all green goddess dressing ingredients in a blender or food processor and blend until smooth (about 30-45 seconds).
Serve seasoned beef in romaine lettuce cups or over chopped salad greens then top with dressing and pico de gallo and fried plantains.
